Basically the civil war began during the "states rights" The federal government tried to impose control over the things that the Southern states thought was their own business. They leave the EU and started their own nation, the Confederate States. EU struggling to get them back into a nation. Slavery was legal in the southern states, and in some northern states. After the battle of Antietam in 1862, President Lincoln issued Emancipation Proclamation which freed slaves in the South, but northern states. After the civil slavery ended in all states with the 13th amendment. The legal ending slavery in the nation came in December 1865, when the thirteenth amendment was ratified, declared: "Neither slavery or involuntary servitude, except as a punishment for crime whereof the Parties have been duly convicted, shall exist in the U.S. or any place under its jurisdiction. "~
